A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:05p.m. on Wednesday, February 24, 2010
Councilors Present: President Ross in the Chair. All members present.
Clergy:Reverend Stephen Kendrick, First Church of Boston, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

0348 President Ross moved to adopt the minutes from the February 10, 2010 meeting. Motion prevailed. On motion of President Ross Docket No. 0348 one late file matter was taken out of order. Councilor Ross offered the following: Order for the appointment of temporary employee Nathan T. Pham in City Council. On motion of Councilor Ross, the rules were suspended; the appointment was passed; yeas 13.
0278 Message and order authorizing the issuance of tax-exempt refunding bonds in a principal amount not to exceed $95,000,000.00 in order to pay the principal, redemption premium and interest on the bonds to be refunded, and costs of issuance of the refunding bonds. Referred to the Committee on Ways and Means.
0279 Message and order authorizing the City of Boston’s application for designation of Liberty Mutual project site (as described in the Order) and for approval to enter into a Tax Increment Financing Plan, including a Tax Increment Financing Agreement regarding real estate taxes between the City of Boston and Liberty Mutual. 0300 Communication was received from Councilor Ross regarding Docket #0248, asking that the Chair of the Committee of Post-Audit and Oversight expedite this hearing to review the Fiscal Year 2010 Budget. Placed on file.
0301 Communication was received from Councilor Ross asking that the Committee on Ways and Means convene its hearing on The Boston Public Library budget given the recent announcement of Fiscal Year 2011 cuts as quickly as possible after the Council receives the budget. Placed on file.
0302 Communication was received from the City Clerk of the filing by the Boston Redevelopment Authority of the “Fifth Amendment on the Franklin Park Apartments Chapter 121A Project”. Placed on file.
0250 Councilor Connolly, on behalf of the Committee on Environment and Health, submitted the following: On the message and order, referred on February 10, 2010, Docket #0250, authorizing the City to accept and expend a grant of $602,290.00 from the United States Department of Justice under the American Recovery and Reinvestment Act of 2009, for the purpose of supporting the Boston Public Health Commission with the Violence Intervention and Prevention (VIP) initiative, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Connolly, the report was accepted; the order was passed.
0258 Councilor Feeney, on behalf of the Committee on Government Operations, submitted the following: On the ordinance, referred on February 10, 2010, Docket #0258, amending CBC Chapter 17-17 (Registration of Certain Armed Security Guards and Licensure as Special Police Officers), the Committee submitted a report recommending the ordinance ought to pass in a new draft. On motion of Councilor Feeney, the report was accepted; the ordinance was passed in a new draft, yeas 13.
0303 Councilors Arroyo, Pressley, Murphy, Linehan, LaMattina, Feeney, Turner, Yancey, Consalvo and Ross offered the following: Order for a hearing to review means to ensure full funding for youth summer jobs. Referred to the Committee on Labor, Youth Affairs and Human Rights.
0304 Councilors Tobin, Yancey, Feeney, Murphy, Arroyo, Linehan, Pressley, Turner Ross and LaMattina offered the following: Order for a hearing to evaluate the economic impact of the Massachusetts Film Tax credit on the City of Boston and its residents. 0305 Councilors Ross, Turner, Yancey, Pressley, Murphy, Arroyo, Ciommo, Linehan, Connolly, Feeney and LaMattina offered the following: Resolution that the Boston City Council implores Secretary of State, Hillary Clinton, to use all the means necessary to assist Boston residents, whether U.S. citizens or permanent residents, to obtain needed documentation and facilitate their return from Haiti to the United States as quickly as possible. Councilor Murphy in the Chair. On motion of Councilor Ross the rules were suspended; the resolution was adopted; yeas 13.
