MGL Ch. 11, s. 31c, City of Boston Code Ch. 7-2.1 Originally part of the Board of Health, the APCC was made part of the Environment Department by a special act of the legislature in 1978. The APCC regulates air and noise pollution and administers the parking freeze regulations under the federal Clean Air Act.
