Historical note

The mission of the Office of Civil Rights (OCR) is to eliminate discrimination and ensure fair and equal access to housing, public services, accommodations and participation in activities. The office strives to reduce procedural, attitudinal and communication barriers for persons living and working in the City of Boston. The Office of Civil Rights was created in 1995 as a human rights umbrella agency responsible for enforcing and coordinating all anti-discrimination ordinances in the City of Boston. OCR consists of three main program areas: The Boston Fair Housing Commission (BFHC), The Human Rights Commission (HRC), and the Commission for Persons with Disabilities (CPWD).



6210 Fair Housing Commission

Historical note
Chapters 10 and 33 of the Ordinances of 1982 established a Commission known as the Boston Fair Housing Commission. The Fair Housing Commission works to eliminate discrimination and increase access to housing in Boston through investigation and enforcement, affirmative marketing, housing counseling, and interagency coordination. The BFHC also manages a computerized listing service of regional housing opportunities in an effort to provide low income households increased access to housing in 126 cities and towns of metropolitan Boston.

6220 Human Rights Commission

Historical note
Chapter 16 of the Ordinances of 1984 (as amended by chapter 17 and 18) established the Boston Human Rights Commission. The Boston Human Rights Commission works to ensure full and equal access to public services and accommodations. The commission receives and investigates complaints, resolves cases through mediation and adjudicatory hearings, and advocates in support of human rights issues in partnership with state and federal agencies.
