As the winter months are fast approaching, the Inspectional Services Department (ISD) would like to remind homeowners and tenants to prepare for the winter early.  According to the Massachusetts State Sanitary Code, the heating season officially begins on September 15 and runs through June 15th, at which time landlords and property managers must supply functioning heating systems.  These facilities must heat habitable spaces at a minimum temperature of 68° during the day, 7a.m. to 11:00 p.m. and 64° in the evening 11:01p.m. to 6:59a.m.


The ISD encourages landlords and residents to make their homes weather tight and energy efficient during the winter by following these quick helpful tips: 


  • Close all storm windows and doors
  • Install door guards on exterior doors
  • Apply weather stripping
  • Properly insulate all pipes that are exposed
  • Cover vents
  • Disconnect water hose and wrap or cover exposed spigot
  • Caulk or putty windows
  • Ensure kitchen and bathroom dampers close properly


Service Your Plumbing and Heating System:

  • Have a service check on your system
  • Never run out of fuel
  • Keep service plan handy in case of emergency
  • Property owners should have an emergency list of contractors(electrician, plumber and general contractor)

Tenants experiencing problems with heating systems should first check your thermostat to verify that it is turned on high enough, next contact your landlord or property manager immediately.  If they are unresponsive, contact the Inspectional Services Department (ISD) at 617-635-5300 to file a complaint.
