A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:10 on Wednesday, September 29, 2010
Councilors Present: President Ross in the Chair. All members present.
Clergy:Dr. Wesley Roberts, People’s Baptist Church, delivered the invocation, and the meeting was opened with the pledge of allegiance to the flag.

1222 Councilor LaMattina, on behalf of the Committee on City, Neighborhood Services and Veterans Affairs, submitted the following: On the message and order, referred on September 15, 2010, Docket #1222, authorizing the Commissioner of Public Works to accept and expend a grant of Ten Million Four Hundred Thousand Dollar ($10,400,000.00) from the Massachusetts Department of Transportation (MassDOT), for the purpose of engineering services for rehabilitation of the Northern Avenue Bridge over the Fort Point Channel in Boston, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.

1366 Councilors Turner, Arroyo, Pressley, Yancey, Ross, Connolly and Murphy offered the following: Order for a hearing regarding city services and investment in Dudley Square area. Referred to the Committee on City, Neighborhood Services and Veterans Affairs.
1367 Councilors Turner, Yancey, Pressley, Ross and Arroyo offered the following: Order for a hearing regarding issue of the reestablishment of the Minority and Women Business Enterprise Ordinance. Referred to the Committee on Government Operations.
1348 President Ross moved to adopt the minutes from the September 22, 2010 meeting. Motion prevailed. Message and order authorizing the City of Boston to accept and expend Green Repair Program Funds Awarded by the Massachusetts School Building Authority. This is an expedited program to replace boilers at the Edwards and Edison Middle Schools, and replace the roofs at the Edison Middle, Irving Middle, Lee Elementary, Excel High School at South Boston Education Complex. Referred to the Committee on Ways and Means. Councilor Murphy moved reconsideration. Reconsideration prevailed. Referred to the Committee on Ways and Means and Education.
1349 Message and order authorizing the Department of Neighborhood Development to apply for, accept and expend a grant of Thirty One Million Dollars ($31,000,000.00) from the U.S. Department of Housing and Urban Development (HUD) a Federal FY2010 Choice Neighborhoods Initiative Grant. Referred to the Committee on Housing.
1350 Message and order authorizing the Mayor to accept and expend a grant of Four Million Three Hundred and Twelve Thousand Four Hundred and Seventy Six Dollars ($4,312,476.00) from National Telecommunications and Information Administration (NTIA), to provide three in•depth programs (Technology Goes Home, On Line Learning Readiness, and Connected Living) which will use high-speed internet broadband access to provide training on how the internet can improve lives and enhance job prospects. Referred to the Committee on Government Operations.
1351 Message and order authorizing the Police Commissioner to accept and expend a grant of $749,828.00 from the U.S. Department of Justice, Bureau of Justice Assistance funded under the FY10 Second Chance Act Prisoner Reentry Initiative for the purpose of funding the Boston Reentry Partnership Initiative. Referred to the Committee on Public Safety.
1352 Message and order authorizing the Police Commissioner to accept and expend a grant of $175,000.00 from the U.S. Department of Justice, Bureau of Justice Assistance funded under the FY10 Justice and Mental Health Collaboration Program. Referred to the Committee on Public Safety.
1353 Message and order authorizing the Police Commissioner to accept and expend a grant of $172,574.00 from the FY10 Paul Coverdell National Forensic Sciences Improvement Act Formula funded by the National Institute of Justice. Referred to the Committee on Public Safety.
1354 Message and order authorizing the Police Commissioner to accept and expend a grant of $80,000.00 from the Paul Coverdell Forensic Sciences Improvement Grants Program funded by the U.S. Department of Justice, Office of Justice Programs passed through from the Massachusetts State Police. Referred to the Committee on Public Safety.
1355 Message and order authorizing the Police Commissioner to accept and expend a grant of $75,000.00 from the U.S. Department of Justice, for the purpose of supporting law enforcement response to human trafficking. Referred to the Committee on Public Safety.
1356 Message and order authorizing the Public Works Department and Waste Reduction Division to accept and expend funds in the amount of $30,000.00 from Apple Computer Company to advertise the City of Boston’s electronics recycling events. Referred to the Committee on City and Neighborhood Services and Veterans Affairs. The Chair moved reconsideration. Reconsideration prevailed. On motion of Councilor LaMattina, the rules were suspended; the order was passed.
1357 Message and order to declare surplus City-owned former Real Estate-Owned (REO) property know as 4 Wellesley Park, Unit 1, Dorchester to transfer care, custody, management and control of said property to the Public Facilities Commission. Referred to the Committee on Economic Development and Planning.

1369 Order requesting certain information under Section 17F: re: Food Services Department of the Boston Public Schools. On motion of Councilor Turner, the rules were suspended; the order was passed.
1370 Councilors Pressley, Feeney, Turner, Yancey, Ross, Murphy, Linehan, LaMattina, Consalvo, Connolly and Arroyo offered the following: Resolution in support of An Act Relating to Anti-Human Trafficking and Protection (S2589) and urging the Boston Delegation of the Massachusetts State Legislature to support passage of the bill this legislative session. On motion of Councilor Pressley, the rules were suspended; the resolution was adopted; yeas 11, nays 0. Councilor Murphy moved reconsideration. Reconsideration prevailed; yeas 12, nays 0.
1371 Councilor Ross offered the following: Order for the appointment of temporary employees Ann Hess Braga, Ron Cobb, Chelsea A. Harris, Kerry Jordan, Juan Lopez, Cora F. Montrond, Kevin F. 1388 Councilors Turner and Consalvo offered the following: Resolution recognizing Learn 2 Teach, Teach 2 Learn 2010 Program. The Chair stated that in absence of objection, two late-filed matters would be added to the Consent Agenda. No objection being heard, the following matter were added:
1389 Councilors Yancey offered the following: Resolution congratulating His Excellency President Bing Wa Mutharika.
1390 Resolution congratulating Gladtidings Pentecostal Assembly’s 30th Anniversary. The matters contained within the Consent Agenda were severally adopted. Adjourned at 1:25 p.m. on motion of President Ross in memory of Patrick Doherty, Matthew Patrick Coyne, Jeffrey B. Wornum, William Grady, Armani Smith, Simba Martin, Eyanna Flonory and Leavaughn Washum-Garrison, to meet again on Wednesday October 6, 2010 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on October 1, 2010.
