A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:20 on Wednesday, August 25, 2010
Councilors Present: President Ross in the Chair. All members present.
Clergy:Faith Leader Marvin Venay, Morning Star Baptist Church, delivered the invocation, and the meeting was opened with the pledge of allegiance to the flag.

1143 President Ross moved to adopt the minutes from the August 4, 2010 meeting. Motion prevailed.Message and order approving a Petition for a Special Law re: “An Act Providing for Designated Licenses for the Sale of Alcoholic Beverages and Wine and Malt Beverages at Logan International Airport granted by the Licensing Boards for the City of Boston.” Referred to the Committee on Government Operations.
1144 Message and order approving a Petition for a Special Law re: the Certification and Training of All Levels of Fire Service Personnel. Referred to the Committee on Government Operations.
1145 Message and order authorizing the Fire Department to accept and expend a Port Security Program Grant of One Million, One Hundred Eighty Thousand, Two hundred Fifty-Seven Dollars ($1,180,257.00) from the Commonwealth of Massachusetts Executive Office of Public Safety and Security, for the construction of a Chemical, Biological Radiological and Nuclear Explosive (CBRNE) Watercraft. Referred to the Committee on Public Safety.
1146 Message and order authorizing the Public Health Commission to accept and expend a grant of $750,000.00 from the U.S. Department of Justice, Office of Justice Programs FY 2009 Discretionary Grant Program, for the purpose of violence intervention and prevention in the City. Referred to the Committee on Environment and Health. Councilor Ross moved reconsideration. Reconsideration prevailed. Referred to the Committee on Public Safety.
1147 Message and order authorizing the Police Commissioner to accept and expend $300,000.00 of the FY2010 ICAC Program award, from the Office of Juvenile Justice and Delinquency Prevention, to indentify child victims of commercial sexual exploitation, provide services and support for them, and investigate and prosecute cases against adults who exploit children and youth. Referred to the Committee on Public Safety.
1148 Message and order authorizing the Police Commissioner to accept and expend a grant of $144,000.00 from the Federal Bureau of Investigations (FBI), for the purpose of obtaining a surveillance van as part of the Innocence Lost Task Force. Referred to the Committee on Public Safety.
1149 Message and order authorizing the Police Commissioner to accept and expend a grant of $4,000.00 from the Jamaica Plain Coalition Tree of Life/Arbol de Vida, for the purpose of funding the Boston Police Department’s Safe Disposal Day. On motion of Councilor Murphy, the rules were suspended; the order was passed.
1150 Message and order authorizing the Police Commissioner to accept and expend a grant of $2,500.00 from the Charlestown Substance Abuse Coalition, for the purpose of funding the Boston Police Department’s Safe Disposal Day. On motion of Councilor Murphy, the rules were suspended; the order was passed.
1151 Message and order authorizing the Police Department to accept a donation of one 1995 Ford X-150 XLT-Camera Book Truck from Jim Doogan, for conducting police work. On motion of Councilor Murphy, the rules were suspended; the order was passed.
1152 Message and order for the confirmation of the appointment of Ernani DeAraujo as a member of the Boston Housing Authority Monitoring Committee for a term expiring January 2012. Referred to the Committee on Housing.
1153 Message and order for the confirmation of the appointment of Edna Willrich as a member of the Boston Housing Authority Monitoring Committee for a term expiring January 2012. Referred to the Committee on Housing.
1154 Message and order for the confirmation of the appointment of Mario Teran as a member of the Boston Housing Authority Monitoring Committee for a term expiring January 2012. Referred to the Committee on Housing.
1155 Message and order for the confirmation of the appointment of Wendy Lee as a member of the Boston Housing Authority Monitoring Committee for a term expiring January 2012. Referred to the Committee on Housing.

1157 Communication was received from Sally D. Glora, City Auditor; transmitting the Fiscal Year 2010 Payroll Allotment schedules for all City Departments. Placed on file.
1158 Notice was received from the Mayor of the appointments of Councilor Mark Ciommo and Constance J. Doty as Trustees of the Neighborhood Jobs Trust for a term expiring on August 11, 2011. Placed on file.
1159 The Constable Bond of Janet Balestra-Riley, having been duly approved by the Collector-Treasurer, was received and approved under the usual terms and conditions.
1160 Councilors Connolly, Ross, Murphy, Linehan, Pressley, Turner and Yancey offered the following: Order for a hearing to solicit parent, student and community input regarding priorities for the next contract between the Boston Public Schools and the Boston Teachers Union. Referred to the Committee on Education.
1161 Councilors Consalvo, Feeney, LaMattina, Linehan, Murphy, Pressley, Turner, Arroyo and Ross offered the following: Ordinance amending Chapter 16-52 of the CBC, regarding the Maintenance of Vacant, Foreclosing Residential Properties. Referred to the Committee on Government Operations.
1162 Councilors Murphy and Consalvo offered the following: Order for a hearing to discuss ways in which the City can tighten up regulations on abandoned properties. Referred to the Committee on Government Operations.
1163 Councilors Ross, Linehan, Pressley, Turner, Yancey, Feeney, LaMattina, Ciommo, Connolly and Murphy offered the following: Order for a hearing regarding installation of automatic external defibrillators (AED) in community centers throughout Boston. Councilor Murphy in the Chair. Referred to the Committee on City and Neighborhood Services & Veterans Affairs.
1164 Councilor Turner offered the following: Order requesting certain information under Section 17F: the result of the June 2010 survey regarding nepotism in the Boston Public Schools system. On motion of Councilor Turner, the rules were suspended; the order was passed.
1165 Councilor Ross for Councilor Connolly offered the following: Order for the appointment of temporary employee David Sokoler in City Council. Passed under suspension of the rules.
1166 Councilor Ross for Councilor LaMattina offered the following: Order for the appointment of temporary employee Brian Iraheta in City Council. Passed under suspension of the rules. President Ross in the Chair.
1167 Councilor Ross for Councilor Arroyo offered the following: Order for the appointment of temporary employee Ana Pereira in City Council. Passed under suspension of the rules. The Chair stated that in absence of objection, one late-filed matter would be added to the Agenda. No objection being heard, the following matter was added:
0952 Councilor Linehan, on behalf of the Committee on Economic and Development Planning, submitted the following: On the message and order, referred on June 23, 2010 Docket #0952, authorizing the Chief of Staff to accept and expend a grant of $45,000.00 of the Living Cities grant funds, awarded to the City of Boston and passed through EDIC, to support staffing to coordinate financial literacy policy and planning, the Committee submitted a report recommending the order ought to pass. Adjourned at 1:30 p.m. on motion of President Ross in celebration of Dorothy Philbrick on her 100th birthday and in memory of Mary Norton, Christine Ethel Rull Greene, John “Chappie” Cormican, Jr., John Donovan, Joan “Chickie” McColgan, John “Slats” Kenney, Sr., George J. Devlin, Jr., Betty Ann Glynn, Josephine Moschella, Joseph D. Feaster, III, Janice M. Braxton and Ted Kennedy and his first memorial anniversary, to meet again on Wednesday September 15, 2010 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on August 27, 2010.
