A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
11:50 on Wednesday, June 25, 2008
Councilors Present: President Feeney in the Chair.
Clergy:Father Rubin Patino, Paulist Center, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

0816 The Chair states that in the absence of objection, 1 late-file matter would be added to the Consent Agenda. No objection being heard, the following matter was added: Councilor Yancey offered the following:Resolution congratulating 11 people for completing the Operation A.B.L.E. Training Program. The matters contained within the Consent Agenda were severally adopted. President Feeney moved that the Council adjourn in memory of Nicholas Scaringello, Patrick McCole, John Burkett, Jonathan Joseph, Thomas “Ted” Gaffigan and in honor of Robert Travaglini who is having his portrait unveiled up at the State House today and a happy birthday to Councilor Steve Murphy and John McDonough, to meet again on Wednesday July 9, 2008 at 11:30 a.m. The motion was carried. Adjourned at 3:50 p.m., on motion of President Feeney to meet again on Wednesday July 9, 2008 at 11:30 a.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on June 26, 2008. 0745 Councilor Murphy called Docket #0745, message and order for Annual Appropriation and Tax Order for FY2009, from the Committee on Ways and Means No objection being heard, the matter was before the body. On motion of Councilor Murphy, the order was passed; yeas 11 nays 2 (Yancey Yoon).
0746 Councilor Murphy called Docket #0746, message and order for Annual Appropriation of $832,000,000.00 (Eight Hundred Thirty Two Million Dollars) for the School Department for FY2009, from the Committee on Ways and Means No objection being heard, the matter was before the body. On motion of Councilor Murphy, the order was passed; yeas 12 nays 1 (Yoon).
0747 Councilor Murphy called Docket #0747, message and order authorizing the City of Boston to accept and expend $2,234,590.00 (Two Million Two Hundred Thirty Four Thousand Five Hundred Ninety Dollars) received from one time settlement reached between the Attorney General’s Office and private corporations, for the purpose of a year-round jobs program for Boston youth, from the Committee on Ways and Means No objection being heard, the matter was before the body. On motion of Councilor Murphy, the order was passed; yeas 13.
0792 The Chair moved adoption of a Consent Agenda containing the following matters: Councilors Yancey and Turner offered the following:Resolution congratulating Muriel Leonard.
0793 Councilor Flaherty offered the following:Resolution recognizing 4 people for their dedication on planning the “Calling All Virtuous Women’ Retreat”.
0794 Resolution congratulating Teacher Christine Ashby, Overseer.
0795 Resolution congratulating Al Vega.
0796 Councilor Ciommo offered the following:Resolution congratulating 7 people on winning the Brighton Board of Trade scholarship.

The report was accepted; the order was passed in a new draft.
0587 Councilor Linehan, on behalf of the Committee on Economic Development and Planning, submitted the following:On the message and order, referred on May 14, 2008, Docket #0587, for confirmation of the appointment of David Marr, as a member of the Zoning Commission for a term expiring May 1, 2011, , the Committee submitted a report recommending the appointment ought to be confirmed. The report was accepted; the order was confirmed.
0708 Councilor Murphy, on behalf of the Committee on Ways and Means, submitted the following:On the message and order, referred on June 11, 2008, Docket #0708, approving a supplemental appropriation of $9,873,500.00 for the School Department FY2008 to cover the cost of an anticipated budget shortfall, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
0788 Councilors Flaherty, Yoon, Yancey and Turner offered the following:Order for a hearing to discuss how the city can improve its Tax Increment Financing (TIF) process and enhance community input. Referred to the Committee on Economic Development and Planning.
0778 Message and order authorizing the Police Commissioner to accept and expend a grant of $289,614.00 from the Executive Office of Public Safety and Security, for the purpose of Statewide Emergency Telecommunications Board Training grant. Referred to the Committee on Public Safety.
0779 Message and order authorizing the Police Commissioner to accept and expend a grant of $30,000.00 from the Massachusetts Department of Social Services, for the purpose of funding the Police Department’s Child Abuse Unit Training Project. Referred to the Committee on Public Safety.
0780 Message and order authorizing the Police Commissioner to accept and expend a grant of $25,000.00 from the Suffolk County District Attorney’s Office, for the purpose of additional police patrols, walking beats and youth activities in District C-11 and B-3 areas of the City. On motion of Councilor Murphy, the rules were suspended; the order was passed.
0781 Message and order authorizing the Police Commissioner to accept and expend a gift of 250 safety helmets from the Executive Office of Public Safety and Security’s Highway Safety Division as part of the 2008 Statewide Helmet Distribution Program. On motion of Councilor Murphy, the rules were suspended; the order was passed.
0782 Message transmitting certain information from the Police Department re: crime statistics for the period of May 1, 2008 and ending May 31, 2008. Placed on file.
