A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:05 p.m. on Wednesday, May 12, 2010
Councilors Present: President Ross in the Chair. All members present.
Clergy:Father Patrick Sullivan, Labor Guild, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

0690 Message and order to declare surplus City owned former Real Estate-Owned (REO) property known as 18 Marden Avenue, #18, Dorchester to transfer care, custody, management and control of said property to the Public Facilities Commission. Referred to the Committee on Economic Development and Planning.
0691 Message and order to declare surplus City owned former Real Estate-Owned (REO) property known as 47 Prescott Street, East Boston to transfer care, custody, management and control of said property to the Public Facilities Commission. Referred to the Committee on Economic Development and Planning.
0692 Message and order authorizing the Fire Department to accept twenty (20) Stryker Evacuation Chairs from the Massachusetts Bay Transportation Authority (MBTA), for the purpose of assisting in the evacuation of immobile persons from the MBTA and other facilities. On motion of Councilor Murphy, the rules were suspended; the order was passed.
0694 Councilors Arroyo, Turner, Yancey, Pressley, Tobin, Linehan, LaMattina, Feeney, Consalvo, Connolly, Murphy and Ross offered the following: Order for a hearing regarding the asthma epidemic in the City. Referred to the Committee on Environment and Health.
0695 Councilors Turner, Tobin, Yancey, Connolly, Murphy, LaMattina, Feeney and Pressley offered the following: Order for a hearing regarding continued water infiltration at the Agassiz Middle School. Referred to the Committee on Education. Councilor Murphy in the Chair.
0696 Councilors Ross and Tobin on behalf of all Councilors offered the following: Order approving a petition for a Special Law regarding Clarification of the Effective Date of the Residential Exemption. On motion of Councilor Ross, the rules were suspended; the order, as substituted, was passed. President Ross in the Chair.
0697 Councilor Ross for Councilor Tobin offered the following: Order for the appointment of temporary employee David B. Isberg in City Council. Passed under suspension of the rules.
0698 Order for the appointment of temporary employees W.E. David Halbert, David B. Isberg and Clifford L. McLean in City Council. Passed under suspension of the rules.
0591 Consalvo called Docket #0591, message and order authorizing the Department of Neighborhood Development to apply for, accept, and expend Federal FY10 Housing and Community Development Grants from the U.S. Department of Housing and Urban Development, from the Committee on Housing. No objection being heard, the matter was before the body. Motion of Councilor Consalvo, the order to apply and accept only was passed yeas 13. The expending grant was assign for further action. The Chair moved adoption of a Consent Agenda containing the following matters:
0699 Councilor Connolly offered the following: Resolution recognizing 15 Boston Public Charter Schools.
0700 Councilor LaMattina offered the following: Resolution congratulating 11 people on receiving the Charlestown Community Alumnus Award.
0701 Resolution congratulating English High School’s Great Class of 1955.
0702 Councilor Feeney offered the following: Resolution congratulating Gerard Adomunes on his 60th Birthday.
0703 Resolution recognizing Anne Olmstead.
0687 President Ross moved to adopt the minutes from the May 5, 2010 meeting. Motion prevailed. Councilor Murphy in the Chair. Communication was received from Mayor regarding the Arbitration Award between the City of Boston’s and the International Association of Fire Fighters, Local 718. Placed on file.
0688 Message and order authorizing the Fire Commissioner to accept and expend a grant of $69,938.00 from the Massachusetts Executive Office of Public Safety and Security, for the purpose of funding the Boston Fire Department’s FY09 Buffer Zone Protection Program (BZPP) for its portion of the FY09 Buffer Zone Plan and Vulnerability Reduction Purchasing Plan (VRPP) for the National Grid LNG BZPP site. Referred to the Committee on Public Safety. Councilor Murphy moved reconsideration. Reconsideration prevailed. On motion of Councilor Murphy, the rules were suspended; the order was passed.
0689 Message and order authorizing the Fire Department to accept and expend a grant of $6,699.00 from the United States Department of Homeland Security-USFA Fire Prevention and Safety Grant Program, to purchase and install 100 photoelectric strobe light smoke detectors for the deaf and hearing impaired. On motion of Councilor Murphy, the rules were suspended; the order was passed. President Ross in the Chair.

0705 Resolution recognizing Joseph A. Walsh.
0706 Resolution recognizing Jerry Quinn.
0707 Resolution declaring May 7, 2010 as “Mark Bao Day”.
0708 Councilor Ross offered the following: Resolution congratulating Carmen Feliciano.
0709 Councilors Turner, Yancey, Arroyo and Pressley offered the following: Resolution declaring May 15, 2010 as Prince Hall Memorial Day.
0710 Councilor Turner offered the following: Resolution in memory of Mr. Robert “Bobby” Vines.
0711 Councilor Consalvo offered the following: Resolution congratulating Carmen Filleti.
0712 Councilor Ciommo offered the following: Resolution congratulating Donna Clark on her 50th Birthday.
0713 Councilors Consalvo and Feeney offered the following: Resolution declaring May 6, 2010 as Kathleen Armstrong Day.

Adjourned at 1:45 p.m. on motion of President Ross in memory of Javone Martin, Thomas Stuart, Patricia Eustace, Linda Adams, Charles A.
