A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:00 on Wednesday, May 6, 2009
Councilors Present: President Ross in the Chair, all Councilors present.
Clergy:Reverend Stanley Deas, New Fellowship Baptist Church, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

0650 President Ross moved to adopt the minutes from the April 29, 2009 meeting. Motion prevailed. Message and order approving an appropriation of $1,000,000.00 from the income of the George Francis Parkman Fund for the maintenance and improvement of the Boston Common and Parks. Referred to the Committee on Ways and Means.
0651 Message and order authorizing the Fire Department to accept a Bullard, SceneCatcher, Thermal Imager Camera from Creative Differences Productions. On motion of Councilors Murphy, the rules were suspended; the order was passed.
0652 Message and order transmitting certain information under Section 17F re: all Boston Redevelopment Authority Financial Statement Audits for the past seven years, passed by City Council April 8, 2009, (Docket #0547). Placed on file.
0653 Communication was received from the Boston Retirement Board re: Consideration of the FY10 COLA (Cost of Living Adjustment). Placed on file.
0654 Communication was received from Dennis E. Royer, Chief for Public Works and Transportation Department, transmitting the 2009 Annual Report regarding Access to City Recycling Program for Large Residential Buildings. Placed on file.
0508 Councilor LaMattina on behalf of the Committee on City and Neighborhood Services, submitted the following:On the message and order, referred on April 8, 2009, Docket #0508, authorizing the Transportation Commissioner to accept and expend a grant of $7,600,000.00 from the Mass. Executive Office of Transportation and Construction, for the purpose of funding planning, design and construction of roadway and traffic management improvements in the City, the Committee submitted a report recommending the order ought to pass. On motion of Councilor LaMattina, the report was accepted; the order was passed.
0655 Councilors Turner, Yancey, Connolly, Ciommo, Feeney and Yoon offered the following:Order for a hearing to discuss what precautions and preparations the Boston Public Health Commission is taking regarding the Swine Flu. Referred to the Committee on Environment and Health.
0656 Councilor Yoon offered the following:Ordinance Requiring Enforcement of Pension Laws. Referred to the Committee on Government Operations.
0657 Resolution urging the Boston Redevelopment Authority to immediately implement a procedure imposing a condition on all contracts executed with a consultant or contractor that ensures compliance with State pension laws. Referred to the Committee on Government Operations.
0658 Councilors LaMattina, Yoon, Connolly, Yancey, Turner, Ross and Feeney offered the following:Ordinance regulating the noise levels of motorcycles. Referred to the Committee on Government Operations.
0659 Order for a hearing to discuss banning motorcycles on certain streets in the North End. Referred to the Committee on City and Neighborhood Services.

Adjourned at 12:35 p.m. on motion of President Ross in memory of Lillian Bemus, Margeed Sheriff Mohammed, Lucille Donovan, Donald Foley, Christian Lynch, Margaret “Peggy” Joyce and in celebration of the birth of Stephen Charles Yancey, to meet again on Wednesday, May 13, 2009 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on May 8, 2009.
