A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at 11:45 on Wednesday, May 18, 2005
Councilors Present: President Flaherty in the Chair – all members present
Clergy:Reverend William E. Dickerson, II, Greater Love Tabernacle, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

0689	The Chair stated that, in absence of objection, 1 late-file matter would be added to the Consent Agenda. No objection being heard, the following matter was added: Councilor Yancey offered the following:Resolution congratulating Ashim Adebowale Oyekan. The matters contained within the Consent Agenda were severally adopted. Adjourned at 12:35 p.m. on motion of President Flaherty in memory of Simon Choi, Mary Unger and Steve Casey, to meet again Wednesday, May 25, 2005 at 11:30 a.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on May 20, 2005. 0666	Councilor Flaherty for Councilor Yancey offered the following:Order for the appointment of temporary employee Rodney L. Bender in city council. Passed under suspension of the rules.
0667	Councilor Hennigan offered the following:Order that rule 34 of City Council rules be suspended on May 25, 2005 so that the committee on Environment and Historic Preservation may hold a hearing regarding the disposition of the Corey Street municipal lot in West Roxbury. On motion of Councilor Hennigan, the rules were suspended; the order was passed.
0668	Councilors Consalvo, McDermott, Flaherty, Ross, Murphy, Scapicchio, Arroyo, Tobin and Feeney offered the following:Ordinance regarding unlicensed, unpermitted after-hours parties. Referred to the Committee on Government Operations. The Chair stated that, in absence of objection, 3 late-filed matters would be added to the Agenda. No objection being heard, the following matters were added:

0324	Councilor Consalvo called Docket #0324, message and order authorizing the Commissioner of Parks and Recreation Department to accept and expend a grant of $225,000.00 from the Commonwealth of Massachusetts, Executive Office of Environmental Affairs, for renovations to Jefferson playground, from the Committee on City and Neighborhood Services. No objection being heard, the matter was before the body. On motion of Councilor Consalvo, the order was passed.
0589	Councilor Kelly called Docket #00589, message and order authorizing the Property and Construction Management Department to accept and expend an insurance settlement in the amount of $84,025.71 from Acadia Insurance, for damages incurred at the New Boston Middle School, from the Committee on Environment and Historic Preservations. No objection being heard, the matter was before the body. Councilor Kelly directed the monies be transferred to the Capital grant account for expenditure. On motion of Councilor Kelly, the order was passed.
0669	Councilors Yancey, Turner and Arroyo offered the following:Resolution congratulating Head Start.
0661	Message transmitting certain information under Section 17F re: homicides in Boston since 1994, passed by the City Council on April 6, 2005 (Docket #0496) Placed on file.
0653	Councilor Feeney on behalf of the Committee on Government Operations, submitted the following:On the ordinance referred on May 11, 2005, regarding protective custody for incapacitated persons including persons arrested or detained for operating under the influence, submits a report recommending the ordinance ought to pass in a new draft. The report was accepted; the ordinance was passed in a new draft, yeas 13.
0662	Councilors Hennigan, Arroyo,Yancey and Turner offered the following:Resolution urging Nstar to go back to the negotiating table and agree to a contract with the Local 369 Utility Workers. On motion of Councilor Hennigan, the rules were suspended; the resolution was adopted; yeas 13.
0663	Councilors Consalvo, Flaherty, Arroyo, Hennigan, Kelly, Feeney, McDermott, Murphy, Tobin, Turner, Yancey, Ross and Scapicchio offered the following:Resolution designating a Memorial Hero Square at the intersection of Weld Street and Walter Street in Roslindale where Theodore S. Elliott grew up. On motion of Councilor Consalvo, the rules were suspended; the resolution was adopted.
