A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:00 pm on Wednesday, April 15, 2009
Councilors Present: President Ross in the Chair, Absent Councilor LaMattina.
Clergy:Bishop LeRoy Greenaway, Faith Christian Church, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

Docket Short Description
0560 President Ross moved to amend the minutes from the April 8, 2009 meeting. Motion prevailed. Councilor Turner requested a correction to the language on Docket #0520 from the meeting on the April 8, 2009 agenda, minutes and the Matters in Committee. The new language should read Order for a hearing to invite the BRA Director to request that the BRA Board donate monies to the City’s and BHA’s contract compliance offices to each hire two additional compliance staff to monitor stimulus projects until completion and the BRA increase its compliance staff by two to monitor stimulus projects under its jurisdiction until they have been completed. On motion of President Ross, Docket No. 0560 was taken out of order. Resolution that the Boston City Council hereby congratulates Miguel Rosales on his generous donation to the community and urges Alan Lebovidge to turn lights back on. On motion of Councilor Ross, the rules were suspended, the resolution was passed; yeas 12, nays 0.
0548 Message and order to declare surplus and transfer property located at 1 Marion Place, East Boston, 22 Rockwell Street, Dorchester and 302 Fuller Street, Mattapan to the care, custody, management and control of said properties to the Public Facilities Commission. Referred to the Committee on Economic Development and Planning.
0549 Message and order authorizing the Police Commissioner to accept and expend a grant of $17,929.10 from the FY09 Avon Foundation “Not Seen, Not Heard: Helping Children of Domestic Violence” Award for the purpose of Family Justice Division officers in multidisciplinary child witness to violence response training. Referred to the Committee on Public Safety.
0550 Notice was received from the Mayor of the appointment of Geraldine Cuddyer as Chair of the Election Commission for a term expiring on March 31, 2010. Placed on file.
0551 Notice was received from the Mayor of the appointment of Ellen E. Rooney as a member of the Election Commission for a term expiring on March 31, 2013. Placed on file.
0552 Notice was received from the Mayor of the appointment of Danielle M. Santos as an alternate member of the Beacon Hill Architectural Commission for a term expiring May 1, 2013. Placed on file.
0553 Notice was received from the City Clerk in accordance with Chapter 6 of the Ordinances of 1979 re: actions taken by the Mayor on papers acted upon by the City Council at its meeting on March 11, 2009. Placed on file.
0554 Notice was received from the City Clerk in accordance with Chapter 6 of the Ordinances of 1979 re: actions taken by the Mayor on papers acted upon by the City Council at its meeting on March 25, 2009. Placed on file.
0509 Councilor Murphy on behalf of the Committee on Environment and Health and Special Committee on Federal Stimulus Oversight, submitted the following:On the message and order, referred on April 8, 2009, Docket #0509, message and order authorizing the Chief of Environment and Energy to accept and expend a grant of $6.5 Million Dollars from the Federal Government under the American Recovery and Reinvestment Act, to promote energy efficiency and alternative energy services for Boston residents and businesses, the Committee submitted a report recommending the order ought to pass as amended. On motion of Councilor Feeney, the report was accepted; the order was passed as amended.
0555 Councilors Murphy, Yancey, Turner and Linehan offered the following:Order for a hearing regarding reimbursement for City land and buildings taken by the State. Referred to the Committee on Economic Development and Planning.
0556 Councilors Linehan, Yancey, Yoon, Murphy, Ciommo, Feeney, Turner and Connolly offered the following:Order for a hearing regarding the economic impact of Municipal employees living outside the City and employed by the City of Boston. Referred to the Committee on Government Operations.
0557 Councilors Linehan, Yancey, Yoon, Tobin, Murphy, Ciommo, Feeney, Consalvo, Turner and Connolly offered the following:Order for a hearing regarding the economic impact of Massachusetts residents living outside the City but working in the City of Boston. Referred to the Committee on Government Operations.
0558 Councilors Murphy, Consalvo, Flaherty, Connolly, Ross, Linehan, Turner, Feeney, Ciommo and Tobin offered the following:Ordinance requiring City Councilors to file Statements of Financial Interests. Referred to the Committee on Government Operations.
0559 Councilors Ross, Flaherty, Murphy, Turner, Yoon, Ciommo, Linehan and Yancey offered the following:Ordinance regarding Youth Crime Statistics reporting in the City of Boston. Councilor Murphy in the Chair. Referred to the Committee on Government Operations. President Ross in the Chair.
0561 Councilor Ross for Councilor Yancey offered the following:Order for the appointment of temporary employees Lynnette M. Frazier, Owen D. Toney and Kenneth W. Yarbrough in City Council. Passed under suspension of the rules.
0579 The Chair stated that in absence of objection, one late-filed matter was added to the Agenda. No objection being heard, the following matter was added: Councilors Tobin, Yoon, Murphy, Ross, Turner, Yancey, Linehan, Feeney, Connolly, Consalvo, Flaherty and Ciommo offered the following:Order for a hearing to discuss the proposed changes of the Boston Center for Youth and Families (BCYF) childcare programs and the negative effects they may have on Boston’s children. Referred to the Committee on Education.
0562 The Chair moved adoption of a Consent Agenda containing the following matters: Councilor Connolly offered the following:Resolution congratulating Headmaster Kerry P. Brennan.
0563 Councilor Feeney offered the following:Resolution congratulating Niall Murphy.
0564 Councilor Linehan offered the following:Resolution in memory of Mary M. Sullivan.

0566 Councilor Tobin offered the following:Resolution recognizing the friends and staff of West Roxbury Branch Library.

President Ross moved that the Council Adjourn in memory of Mary Chisolm, Peter Kerr, Augusto Puemape Von der Heyde, Reverend James Frauts, John F. Gilcoine and Margaret P. Russell. Adjourned at 2:20 p.m. on motion of President Ross to meet again on Wednesday, April 29, 2009 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on April 17, 2009.
