A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:30 on Wednesday, March 10, 2010
Councilors Present: President Ross in the Chair. All members present.
Clergy:Minister Don Muhammad, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

0278 Councilor Ciommo, on behalf of the Committee on Ways and Means, submitted the following: On the order, referred on February 24, 2010, Docket #0278, authorizing the issuance of tax-exempt refunding bonds in a principal amount not to exceed $95,000,000.00 in order to pay the principal, redemption premium and interest on the bonds to be refunded, and costs of issuance of the refunding bonds), the Committee submitted a report recommending the order ought to pass. On motion of Councilor Ciommo, the report was accepted; the order was passed.
0280 Councilor Feeney, on behalf of the Committee on Government Operations, submitted the following: On the order, referred on February 24, 2010, Docket #0280, to accept the provisions of Chapter 40T of the Massachusetts General Laws, enacted as Chapter 26 of the Acts of 2010, An Act Relative to Unpaid Municipal Fines), the Committee submitted a report recommending the order ought to pass in a new draft. On motion of Councilor Feeney, the report was accepted; the order was passed in a new draft; yeas 13.
0310 On the order, referred on February 24, 2010, Docket #0310, approving a petition for a Special Law re: An Act Authorizing the City of Boston Parks and Recreation Commission to lease certain real property under its control and owned by the City of Boston), the Committee submitted a report recommending the order ought to pass. Councilor Murphy in the Chair. On motion of Councilor Feeney, the report was accepted; the order was passed; yeas 13.
0311 Councilor Feeney, on behalf of the Committee on Government Operations, submitted the following: On the order, referred on February 24, 2010, Docket #0311, that, in accordance with Article 97 of the Massachusetts Constitution, policies be established and implemented so as to enter into lease agreements for the use of the Comfort Station (“Duck House” as it is called) in the Back Bay Fens and the Men’s Comfort Station (“Pink Palace” as it is called) on Boston Common), the Committee submitted a report recommending the order ought to pass. On motion of Councilor Feeney, the report was accepted; the order was passed; yeas 13. President Ross in the Chair.
