A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:05 p.m. on Wednesday, March 3, 2010
Councilors Present: President Ross in the Chair. All members present.
Clergy:City Clerk Rosaria Salerno delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

0349 Councilor Ross moved that Docket s #0262, #0263 and #0315 which were previously filed in error were corrected and the substitution was accepted. President Ross moved to adopt the minutes from the February 24, 2010 meeting. Motion prevailed. Notice was received from Lawrence S. DiCara, Chairman, from the Boston Audit Committee regarding various meetings. Placed on file.
0350 Communication was received from Congressman Barry Frank regarding federal funding for schools. Placed on file.
0351 Notice was received from the Mayor of the appointment of Diane Moes as a member on the Boston Retirement Board. Placed on file.
0137 Councilor Pressley, on behalf of the Committee on Women and Healthy Communities, submitted the following: On the message and order, referred on January 27, 2010, Docket #0137, authorizing the Commission on Affairs of the Elderly to accept and expend a grant of $50,890.00 from the Massachusetts Department of Transportation’s Mobility Assistance Program, to purchase a new 8 passenger handicap accessible van and mobile radio, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Pressley, the report was accepted; the order was passed.
0136 On the message and order, referred on January 27, 2010, Docket #0136, authorizing the Boston Centers for Youth and Families to accept and expend a grant of $144,000.00 from the Commonwealth of Massachusetts Department of Elementary and Secondary Education Office of Nutrition, Health and Safety, for the purpose of funding the Boston Centers for Youth and Families, Child and Adult Care Food Program located at City Hall Child Care and Ellen Jackson Children’s Center, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Pressley, the report was accepted; the order was passed.
0135 Councilor Pressley, on behalf of the Committee on Women and Healthy Communities, submitted the following: On the message and order, referred on January 27, 2010, Docket #0135, authorizing the Boston Centers for Youth and Families to accept and expend a grant of $683,079.40 from the Commonwealth of Massachusetts Department of Early Education and Care, for the purpose of funding the Boston Centers for Youth and Families, Community Child Care Program located at City Hall Child Care and Ellen Jackson Children’s Center, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Pressley, the report was accepted; the order was passed.
0110 Councilor Linehan, on behalf of the Committee on Economic Development and Planning, submitted the following: On the message and order, referred on December 16, 2009, Docket #0110, to declare surplus City owned former Real Estate-Owned (REO) property known as 5 Dewey Street, Dorchester, to transfer care, custody, management and control of said property to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Linehan, the report was accepted; the order was passed.
0133 On the message and order, referred on January 27, 2010, Docket #0133, authorizing the City of Boston to accept from the Trustees of the Boston Public Library certain real property known as the Charlestown Service Building located at 374-398 Bunker Hill Street, Charlestown, and the care, custody, management and control thereof is hereby transferred to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Linehan, the report was accepted; the order was passed.
0196 On the message and order, referred on February 3, 2010, Docket #0196, to declare surplus City owned former Real Estate-Owned (REO) property known as 96 Bellevue Street, Dorchester, to transfer care, custody, management and control of said property to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Linehan, the report was accepted; the order was passed.
0197 On the message and order, referred on February 3, 2010, Docket #0197, to declare surplus City owned former Real Estate-Owned (REO) property known as 10 Cameron Street, Dorchester, to transfer care, custody, management and control of said property to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Linehan, the report was accepted; the order was passed.
0198 On the message and order, referred on February 3, 2010, Docket #0198, to declare surplus City owned former Real Estate-Owned (REO) property known as 498 Blue Hill Ave, Dorchester, to transfer care, custody, management and control of said property to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Linehan, the report was accepted; the order was passed.
0199 Councilor Linehan, on behalf of the Committee on Economic Development and Planning, submitted the following: On the message and order, referred on February 3, 2010, Docket #0199, to declare surplus City owned former Real Estate-Owned (REO) property known as 24 Alpine Street, Roxbury, to transfer care, custody, management and control of said property to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Linehan, the report was accepted; the order was passed.
0200 On the message and order, referred on February 3, 2010, Docket #0200, to declare surplus City owned former Real Estate-Owned (REO) property known as 16 Folsom Street, Dorchester, to transfer care, custody, management and control of said property to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Linehan, the report was accepted; the order was passed.
0134 Councilor Murphy, on behalf of the Committee on Public Safety, submitted the following: On the message and order, referred on January 27, 2010, Docket #0134, authorizing the Police Commissioner to accept and expend a grant of $1,100,000.00 from the Massachusetts Executive Office of Public Safety and Security, for the purpose of supporting strategies to address youth, gang and gun violence, the Committee submit a report recommending the order ought to pass. On motion of Councilor Murphy, the report was accepted; the order was passed.
0193 On the message and order, referred on February 3, 2010, Docket #0193, authorizing the Fire Department to accept and expend a Harbor Security Grant of $819,743.00 from the Commonwealth of Massachusetts Executive Office of Public Safety and Security, for the construction of a Chemical, Biological Radiological and Nuclear Explosive (CBRNE) Watercraft, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Murphy, the report was accepted; the order was passed.
0195 On the message and order, referred on February 3, 2010, Docket #0195, authorizing the Fire Department to accept and expend a grant of $20,000.00 from the Massachusetts Executive Office of Health and Human Services, for the purpose of deploying, maintaining and implementing 10 Mass Decontamination Units, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Murphy, the report was accepted; the order was passed.
0194 Councilor Tobin, on behalf of the Committee on Arts. Film, Humanities & Tourism, submitted the following: On the message and order, referred on February 3, 2010, Docket #0194, authorizing the Mayor’s Office of Arts, Tourism and Special Events to accept and expend a grant of $137,720.00 from the Massachusetts Cultural Council, to support year-round programming agendas of Boston’s Cultural and Educational Organizations, the Committee submitted a report recommending the order ought to pass. On motion of Councilor Tobin, the report was accepted; the order was passed.
0352 Councilor Murphy offered the following: Order requesting certain information under Section 17F re: a full report from the Collector-Treasurer of the financial interests of the City of Boston, and the names of the Financial Institutions where the financial interests are held. On motion of Councilor Murphy, the rules were suspended; the order was passed.
0353 Councilor Ross offered the following: Order approving the extension of the provisions of the City of Boston Code Chapter 11-10.2, The Dog Recreation Spaces Ordinance. On motion of Councilor Ross, the rules were suspended; the order was passed.
0354 Councilor Yancey offered the following: Order requesting certain information under section 17F re: forfeited assets confiscated each year from 1994 to December 31, 2009. On motion of Councilor Yancey, the rules were suspended; the order was passed.
0355 Councilors Pressley, Feeney, Arroyo, Ciommo, Connolly, Consalvo, Turner, Ross, Yancey and Murphy offered the following: Order for a hearing relative to programs available for Grandparents raising Grandchildren. Referred to the Committee on Women and Healthy Communities.
0356 Councilors Feeney, Murphy, LaMattina, Yancey, Linehan, Turner and Consalvo offered the following: Order for a hearing regarding taxi cab credit card processing machines. Referred to the Committee on City and Neighborhood Services and Veterans Affairs.
0313 Councilor Turner called Docket #0313, order for a hearing regarding Boston Police Department Overtime, from the Committee on Public Safety. No objective being heard, the matter was before the body. The order was referred to the Committees on Public Safety and Post Audit and Oversight. The Chair moved adoption of a Consent Agenda containing the following matters:
