A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
12:00 p.m. on Wednesday, November 4, 2009
Councilors Present: President Ross in the Chair, all Councilors present.
Clergy:Reverend Jep Streit, The Cathedral Church of St. Paul, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

Docket Short Description
1360 President Ross moved to adopt the minutes from the October 28, 2009 meeting. Motion prevailed. Message and ordinance amending Chapter 8 of the Ordinances of 1999 and Chapter 12 of the Ordinances of 2004 (Extending Protection for Tenants Facing Displacement by Condominium or Cooperative Conversion), to extend the provisions of that Ordinance for an additional five years from December 31, 2009 to December 31, 2014. Filed in the Office of the City Clerk November 3, 2009. Referred to the Committee on Government Operations.
1361 Message and order authorizing the Chief of Environment and Energy to accept and expend a grant of $1,343,020.00 from the U.S. Department of Energy (DOE), for the purpose of building a solar evacuation route and integrating solar energy in the City of Boston’s emergency preparedness. Referred to the Committee on Environment and Health.
1362 Message and order approving the issuance of tax exempt bonds in the principal amount not to exceed $66,000,000.00 from the Boston Industrial Development Financing Authority (BIDFA), for the project at 185 Franklin Street Investment, LLC. Referred to the Committee on Economic Development and Planning.
1363 Message and order authorizing the Boston Center for Youth and Families to accept and expend a two year grant of $250,000.00 from the Department of Health and Human Services, for the purpose of building the capacity of BCYF to develop a network of adult education and career services providers as part of BCYF’S Full-Service Neighborhood Model. Referred to the Committee on City and Neighborhood Services.
1364 Message and order authorizing the Boston Center for Youth and Families to accept and expend a grant of $100,000.00 from Commonwealth of Massachusetts for the purpose of providing summer jobs for eligible youth under the Workforce Investment Act (WIA) guidelines. Referred to the Committee on Youth Affairs.
1365 Message transmitting certain information under section 17F re: rodent issues in the North End from January 1, 2009 to October 13, 2009, passed by the City Council on October 21, 2009, (Docket #1301). Placed on file.
1366 Communication was received from Massport re: notice of project change for the Southwest Service Area Redevelopment Program at Boston •Logan International Airport East Boston, MA (EEA No. 14137). Placed on file.
1367 Communication was received from the Massachusetts Department of Transportation re: public hearing on the Green Line Extension Project, on Wednesday November 18, 2009 at Somerville High School • Auditorium 81 Highland Ave, Somerville at 6:00 p.m. Placed on file.
1368 Councilors Turner, Ross, Yancey, Yoon, Ciommo, Connolly, Consalvo, Feeney, Linehan and Flaherty offered the following: Order for a hearing to discuss unemployment in the City. Referred to the Committee on Economic Development and Planning.
1369 Councilor Ross for Councilor Feeney offered the following: Order for the appointment of temporary employee Michael Lynch in City Council. Passed under suspension of the rules.
1370 Order for the appointment of temporary employee Michael Manning in City Council. Passed under suspension of the rules.
1371 Councilor Ross offered the following: Order for the appointment of temporary employee Tiffany Syariff in City Council. Passed under suspension of the rules.
1174 Councilor Yancey called Docket #1174, message and order to declare surplus City owned former Real Estate-Owned (REO) property known as 100 Devon Street, Dorchester, to transfer care, custody, management and control of said property to the Public Facilities Commission, from the Committee on Economic Development and Planning. Hearing no objection, the matter was before the body. On motion of Councilor Yancey, the order was passed. The Chair moved adoption of a Consent Agenda containing the following matters:
1372 Councilor Feeney offered the following: Resolution congratulating Tom Gannon.
1373 Councilor Ross on behalf of all Councilors offered the following: Resolution congratulating Edward F. Kern, Jr. on his seventieth Birthday.
1374 Resolution congratulating Detective Paul Martin on his retirement.
1375 Councilor Turner offered the following: Resolution in memory of Mrs. Margaret Willis.
1376 Councilor LaMattina offered the following: Resolution congratulating Sgt. Mary-Sue Finocchio.
1377 Resolution congratulating Joseph A. Milano.
1378 Councilor Flaherty offered the following: Resolution congratulating The Northeast Wholesale Food Distributors Association (NEWFDA).
1379 Councilors Yancey and Turner offered the following: Resolution congratulating Wendy John.
1380 Resolution congratulating George E. Murray (GBOS). The matters contained within the Consent Agenda were severally adopted. Adjourned at 1:00 p.m. on motion of President Ross in memory of Bob Coard, Dorothy Donovan, Madeline “Sis” Joyce Charles “Soupy” Campbell, Mark Breen and Delores Fernandez, to meet again on Wednesday November 18, 2009 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on November 6, 2009.
