A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at
1:10 on Wednesday, October 27, 2010
Councilors Present: President Ross in the Chair. All members present.
Clergy:Sister Charlotte Ann Ciommo, Congregation of Sisters of St. Joseph, delivered the invocation and the meeting was opened with the pledge of allegiance to the flag.

1477 President Ross moved to adopt the minutes from the October 20, 2010 meeting. Motion prevailed. Message and ordinance amending Chapter 18-1.2 (27) of the CBC, Ordinance regarding building permitting fees for the construction of solar photovoltaic systems. Filed in the office of the City Clerk on October 26, 2010. Referred to the Committee on Government Operations.
1478 Message and order authorizing Boston Centers for Youth & Families to accept and expend a grant of $805,568.00 from the Commonwealth of Massachusetts for the purpose of supporting the Summer Jobs for At-Risk Youth Program (Youth Works). Referred to the Committee on Labor, Youth Affairs, & Human Rights.
1479 Message and order authorizing Police Commissioner to accept and expend a grant of $96,250.00 from the Massachusetts Department of Mental Health under the FY2011-FY2012 Jail Diversion Program Grant. Referred to the Committee on Public Safety.
1480 Message and order for the confirmation of the appointment of Terri North, as a member of the Bay State Road/Back Bay West Architectural Conservation District Commission for a term expiring on June 30, 2013. Referred to the Committee of the Whole.
1481 Message and order for the confirmation of the appointment of Pamela Beale, as an alternate member of the Bay State Road/Back Bay West Architectural Conservation District Commission for a term expiring on June 30, 2013. Referred to the Committee of the Whole.
1482 Message transmitting certain information from the Police Department re: crime statistics for the period of September 1, 2010 and ending September 30, 2010. Placed on file.
1483 Petition of Atlas Livery, for a license to operate motor vehicles for the carriage of passengers for hire over certain streets in Boston. Referred to the Committee on City, Neighborhood Services and Veterans Affairs.
1484 The Constable Bond of Matthew W. Lyden, having been duly approved by the Collector-Treasurer, was received and approved under the usual terms and conditions.
1485 Communication was received from Sally D. Glora, City Auditor; transmitting the Fiscal Year 2011 updated payroll allotment schedule for the Finance Commission. Placed on file.
1486 Notice was received from the Mayor of the appointment of Kristen E. McCosh, as Commissioner of Commissions for Persons with Disabilities, for a term expiring on the first Monday in January 2014. Placed on file.
1487 Communication was received from City Council President Michael Ross regarding a letter to Joanne Massaro, Chief of Public Works & Transportation on Commercial Waste Haulers. Placed on file. On Murphy moved that the Committee Reports be held off to retrieve more information on them. Motion prevailed The following two dockets, Docket No. 1488 and 1489, were taken out of order:
1488 Councilor Connolly offered the following: Order for a hearing regarding the importance of developing effective teachers through proper teacher evaluation, teacher development and teacher hiring practices. Referred to the Committee on Education.
1489 Councilors Arroyo, Ross, Yancey, Turner, Pressley, Linehan, Murphy and Ciommo offered the following: Order approving a Petition for a Special Law regarding An Act Relative to Street Worker Workers Compensation. Referred to the Committee on Government Operations.
1422 Councilor Murphy, on behalf of the Committee on Public Safety, submitted the following: On the message and order, referred on October 20, 2010 Docket #1422, authorizing the Fire Commissioner to accept and expend a grant of One Million, Seven Hundred and Fifty Thousand Dollars $1,750,000.00 from the Commonwealth of Massachusetts Executive Office of Public Safety and Security, Department of Fire Service for, the Fire Department Training Academy, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1424 Councilor Murphy, on behalf of the Committee on Public Safety and Federal Stimulus Oversight, submitted the following: On the message and order, referred on October 20, 2010 Docket #1424, authorizing the Police Department to accept and expend a grant of $500,000.00 from the U.S. Department of Justice Office of Community Oriented Policing, for the purpose of the COPS Secure Our Schools (SOS) Program, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed. The Chair moved adoption of a Consent Agenda containing the following matters:
1490 Councilor Feeney offered the following: Resolution congratulating the Clergy of St. Peter’s Church.
1491 Resolution congratulating the Linehan Sisters and 1,000 Club Members.
1492 Councilors Ross and Yancey offered the following: Resolution recognizing Iona Russell.
1493 Councilor Murphy offered the following: Resolution in memory of Una M. Sinnott.
1494 Councilor Connolly on behalf of all Councilors offered the following: Resolution declaring the month of October as Medical Research Month.
1495 Councilor Yancey offered the following: Resolution congratulating Women’s Service Club.
1496 Councilors Yancey and Turner offered the following: Resolution declaring October 22, 2010 as Lorna J. Brunelle Day.
1497 Resolution declaring October 22, 2010 as Mae Arnette: Day.
1498 Resolution declaring October 22, 2010 as Blacks In Government Day.
1499 Resolution declaring October 22, 2010 as The Honorable Dr. Cheikh Tidiance Gadio Day.
1500 Resolution declaring October 22, 2010 as Dr. Joseph D. Warren Day.
1501 Resolution congratulating Greenwood Memorial United Methodist Church.
1502 Resolution congratulating Twelfth Baptist Churchwomen’s Fellowship.
1503 Councilor Feeney offered the following: Resolution congratulating 9 people who demonstrate an interest in the workings of city government.
1504 Councilors Pressley, Turner and Connolly offered the following: Resolution congratulating Haley House Bakery Café.
1505 Councilor Consalvo offered the following: Resolution congratulating Christopher Ford.
1506 Councilor Linehan offered the following: Resolution in memory of Marilyn C. Hogan.
1507 Resolution in memory of Leo “Buddy” Comeau Jr. The Chair stated that in absence of objection, one late-file matter was added to the Consent Agenda. No objection being heard, the following matter was added:
1508 All Councilors offered the following: Resolution congratulating Veronica Turner. The matters contained within the Consent Agenda were severally adopted. Adjourned at 1:20 p.m. on motion of President Ross in memory of, the Honorable Paul J. Murphy, Dolores Fiorino, James Mascuilli, Claire Charbonnier, to meet again on Wednesday November 3, 2010 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on October 29, 2010.
