On February 9, 2011, before family and friends at Florian Hall, Fire Commissioner Roderick Fraser promoted to the rank of Captain Lt. Edward Munroe of Ladder 26, Lt. Brian Tully of Engine 14 and Lt. Patrick Murphy of Ladder 23
Joining the officer ranks and promoted to Lieutenant were Firefighter Michael Kates of Engine 14, Firefighter Richard Steiner of Tower Ladder 3, Firefighter Darryl Smith of Ladder 9, Firefighter David Ostiguy of Engine 52, Firefighter LeRoi Rodriguez of Ladder 25 and Firefighter Lorenzo Thompson of Engine 56
