Boston EMS Chief Serino Logs Off for Final Time

Will soon begin FEMA position

Chief Richard Serino’s career at Boston EMS has spanned three decades. He has met seven Presidents, overseen more than 40 large-scale emergencies and seen the department grow from 24 employees to close to 400. This past week, his nomination as the Deputy Administrator of FEMA was officially approved by a full Senate voice vote.

Serino has been with Boston EMS since 1973 and Chief of the department since April 2000. Serino is the second staff member under Mayor Menino to be nominated by President Obama and confirmed by the Senate this year; Sandra Henriquez, formerly the Chief Executive Officer of the Boston Housing Authority, was confirmed to a HUD post in May.

In his final address to staff moments ago, Serino said: “This is C1, you can log me off for the last time. Thank you for the great ride. You are all the best.”

During his tenure as Chief, he has seen the agency expand and improve to become nationally recognized for the first-rate services provided by the agency’s EMTs and Paramedics. In an ever-changing world, Boston EMS and our partner agencies Boston Police and Boston Fire are at the forefront of emergency preparedness and homeland security efforts.

“I am pleased that Rich has been confirmed to be the Deputy Administrator at FEMA. His dedication to improving emergency response and preparedness in Boston and the surrounding region has been a true asset,” Mayor Menino said. “This is a great honor for Rich and his family, and also for the City of Boston.”

Chief Serino has been a contributing author for publications on emergency preparedness. He has acted as the Incident Commander for more than 40 mass casualty incidents in Boston as well as planned special events such as 4th of July, Boston Marathon, the 2004 DNC, and the Tall Ships.

In addition, Chief Serino has been the recipient of numerous awards for heroism, meritorious service and community service including “Chief of the Year” in 2007 by the National Association of EMTs. Most recently, Serino was named a “Top Innovator” in EMS by JEMS (Journal of Emergency Medical Services) magazine.
