Boston Inspectional Services, Weights and Measures Division inspects
all fuel oil dealers who garage their vehicles in the City. This
inspection consists of checking all components of the metering system
to determine if they comply with Massachusetts Law. To determine whether
the meter is delivering accurate measure, 200 gallons of oil are pumped
through the meter into the City s 200-gallon standard testing prover.
On this 200-gallon test the meter must be accurate to within plus or
minus 125 cubic inches, which is the equivalent of .54 gallon or %0.27.
If the meter fails the accuracy test it is then adjusted to within plus
or minus 62 cubic inches. If the meter cannot be adjusted of fails to
meet any of the other requirements, the truck is rejected and cannot be
used until repaired and re-inspected by Boston Inspectional Services.
When all requirements are met, the metering system is sealed
with lead and wire seals to ensure the integrity of metering system.
To tamper with the meter, this seal would have to be broken. This is
inspected for compliance in Boston neighborhoods during our Home
Heating Oil Delivery Inspections.
Home Delivery Inspections
Boston Inspectional Services, Weights and Measures Division conducts random inspections of home heating oil deliveries in Boston neighborhoods. When an oil truck is seen making a delivery, a weights and measures inspector will check the metering system to determine whether it is sealed correctly and that all lead and wire seals are intact. The inspector will also inspect the delivery ticket that is placed in the meter as well as previous delivery tickets used by the oil dealer to determine if all applicable laws are being complied with. If any violations are found, the Oil Company may receive a warning or be fined.
