From the Ground Up - A Contractor's Guide
Minor Changes/Nonstructural

To be considered nonstructural the work must not involve any change of occupancy, change in egress or exit ways, and it must not require plans or structural changes.
  1. WHAT YOU MUST SUBMIT
    1. THE SHORT FORM APPLICATION
    2. SIGNED CONTRACT WITH CONTRACTOR- (the contract must describe the work to be done)
      ***The applicant also has the option of faxing a special fax application to 617-635-5384. ISD will review the application and it will be ready for processing within 48 hours of receipt.
      • If the applicant personally delivers the application to ISD, the permit will normally be issued the same day. The applicant may be sent to Counter 2 for a plans examiner to review the request to verify that the nature of the work does not involve structural changes and a long form is not needed.
  2. ISSUANCE OF PERMIT
    • The record owner, authorized agent of the owner, or contractor will need to come to ISD, sign the form, submit the plans, and pay the appropriate fee. They will then be issued a Yellow Permit Card.


  3. FEE SCHEDULE
    • Filing fee of $20.00 plus $10.00 per $1,000.00 construction cost.
  • NOTE: Massachusetts General Laws Ch 142A requires all persons, individuals, proprietorships, corporations, who solicit, bid on, or perform residential contracting as a contractor or subcontractor on an existing one to four-unit owner-occupied residential building obtain a Home Improvement Contractor's License. Information on this license, as well as a list of licensed Home Improvement Contractors, is available at http://www.state.ma.us/bbrs/hic.htm.
