From the Ground Up - A Contractor's Guide
Certificate of Occupancy

  1. STEP 1 WHEN IT IS USED
    • A certificate of occupancy is required when there has been a substantial change to the building (egress, certificate of occupancy, capacity, floor area changes) or if the building/structure is new.
    • Whenever the work requires plans, a certificate of occupancy is required.
    • If the building/structure does not have a current certificate, one must be obtained regardless of whether or not there is a change to the current occupancy.


  2. WHAT THE APPLICANT MUST SUBMIT
    • The building permit with the inspectors' signatures.

      Counter 1 will reconcile the cost breakdown and determine if any additional fees are due. If the actual fee paid exceeds the amount due based on actual cost, the applicant may be entitled to a refund.

      The applicant will complete the application for the Certificate of Occupancy and pay the applicable fee.


  3. INSPECTIONS
    • The building, gas, plumbing and electrical inspectors will complete an inspection to ensure the building complies with the applicable codes. This process usually takes 3-5 days from the date the application is submitted.
    • If modifications have been made to sprinkler systems, ISD may contact the fire department to complete its inspection.


  4. COST OF PROJECT
    • If the estimated cost of the project exceeds $950,000.00, affidavits may be required from the architect, engineer, and builder. See an ISD employee for additional information.


  5. FEE SCHEDULE
    • Lodging Houses, Dormitories, Group Care Residences, Hotels: $10.00 first three (3) rooms; $25.00 each additional room
