Project Plan Development & Implementation Policy

Policy/Procedure Title: Project Plan Review Procedure

Policy #: INPP010501

Purpose: To outline the steps and criteria by which MOHS reviews and evaluates Project plans submitted by partner organizations within the nine jurisdictions.

Created under the U.S. Department of Homeland Security's Urban Areas Security Initiative (UASI), the Mayor's Office of Homeland Security (MOHS) acts as a central point of coordination for homeland security programs and activities in the Metro Boston Homeland Security Region (MBHSR). Its charge is to work with neighboring communities and regional stakeholders across a broad range of professional disciplines to leverage the MBHSR resources to enhance capacities for the prevention of, response to, and recovery from Chemical, Biological, Radioactive, Nuclear, and Explosive (CBRNE) events. This review process will ensure that Plans parallel the mission of the Mayor's Office of Homeland Security and the goals Metro Boston Homeland Security Region.

Policy/Procedure Detail:
  • Upon receipt of the Project Plan, it will be reviewed for completeness by the Staff Assistant. Incomplete Plans will be returned with commentary. Complete Plans will be entered in the Project Log and given a unique identifier number based on the log.

  • Copies of the Plan will be given to each Assistant Director. Originals will be kept in the Project Logbook.

  • Each Assistant Director will review the Plan against the following criteria:
    • Sufficient development of plan, and the effective and efficient use of funds, in the areas of:
      • Planning, including staffing
      • Management & Administration, including staffing
      • Training & Exercises
      • Equipment & Supplies
    • Applicability to MOHS' mission and to the goals of the MBHSR
    • Appropriateness of scope to the size and role of proposing organization(s)
    • Overall reasonability

    A recommendation for one of three statuses will be made:
    • Rejected - The Project Plan fails to fulfill, in a significant manner, the required criteria
    • Rejected Conditionally - The Project Plan does not meet some required criteria, but could with additional development
    • Provisionally Approved - The Project Plan meets required criteria and is recommended for further development and potential implementation
    Written comments supporting the status choice will be provided to the Director for review.

  • The Director will review the Plan, consulting with the Assistant Directors as needed, and either confirm or modify the status. An Assistant Director will draft a notification letter to be sent to the organization which will give the decision on the Plan, comments supporting that decision, and direction for next steps, if any.

  • The Staff Assistant will finalize and send out the letter to the organization contact, and update the Project Log and Logbook accordingly (*PDF).
