Policy/Procedure Title: Project Plan Development and Implementation Policy

Policy/Procedure #: ALPP010501

Purpose: To outline the process by which an organization should submit a plan for funding and logistics support for a project or program and how that Plan will be reviewed and initiated.

MOHS seeks to encourage its partners to take an active role in the Identification, Development and Implementation of Projects, both short and long term in nature. To that end, it welcomes Project plans from local government departments, agencies and quasi-government agencies located within the nine cities and towns that comprise the MBHSR: Boston, Brookline, Cambridge, Chelsea, Everett, Quincy, Revere, Somerville, and Winthrop.

  • Step 1: Local government departments, agencies and quasi-government agencies will complete a Project Plan based on one of the areas on the Funding Availability list.

  • Step 2: Upon receipt of the Project Plan, the Mayor's Office of Homeland Security will review the plan according to the standards outlined in the Project Plan Review Procedure (INPP010501). MOHS will provisionally approve, reject, or conditionally reject the plan, and will send written notification to the organization of the plan status within 10 business days.

  • Step 3:For conditionally rejected Project plans, the organization may resubmit the plan addressing the comments given by MOHS. For provisionally approved Project plans, the organization will submit a more detailed outline of the project, to include a mission statement, specific deliverables, a timeline, line item budget, and specifications necessary for equipment and service procurement, as outlined in the Project Development Procedure (ALPP010502).
