Project Plan Development & Implementation Policy
MOHS Project Funding Availability

Funding is available for Projects whose mission falls within certain areas of need and is in synch with the Regional Plan. Currently, the Boston Mayor's Office of Homeland Security (MOHS) is seeking to fund Projects in the areas listed below. If you are interested in submitting a Project Plan that addresses one of these areas, please review the Project Plan Development & Implementation Policy.
  • Homeland Security Infrastructure: To develop/enhance the region's organizational and administrative infrastructure necessary to manage major initiatives and projects, and continuing to advance regionalization while moving forward with planning, training and equipping organizations to prevent, prepare for, respond to, and recover from CBRNE incidents.

  • Exercise Programs: To plan, develop and implement regional, interdisciplinary and discipline specific homeland security exercises that serve to effectively prepare responders for a CBRNE/WMD incident.

  • Training Programs: To plan, develop and implement interdisciplinary and discipline-specific homeland security training to effectively prepare responders for a CBRNE/WMD incident.

  • Intelligence Capacity: To enhance the Metro-Boston Homeland Security Region's (MBHSR's) homeland security/anti-terrorism intelligence gathering/collection capabilities.

  • Interoperable Communications & GIS: To enhance the MBHSR interoperable communications and GIS capacities to ensure efficient communications among disciplines in a CBRNE WMD incident, ensuring interdisciplinary collaboration and component interoperability.

  • Critical Infrastructure Protection: To develop, enhance and implement comprehensive target-specific and regional measures to protect the Metro Boston Homeland Security Region's critical infrastructure, potential targets, and assets.

  • Community Training/Public Awareness: To train and educate residents and community groups in order to improve awareness, preparedness and emergency response in the event of a terrorist/CBRNE WMD event.

  • Emergency Operation Centers: To enhance emergency operations centers regionally, formalize policies in support of emergency operations, and conduct training and exercises on EOC mobilization and management.

  • Regional Response Teams & Public-Private Emergency Preparedness Plans: To develop/enhance regional response and recovery teams and regional emergency plans, responsible for formalizing plans to effectively prepare for (and respond to) a CBRNE/WMD incident. Resources will be applied to support the costs of planning, organization, training and exercises for these plans.

  • Equipment Procurement: To procure specialized homeland security-related and all-hazards equipment to address regional coordination to prevent, prepare for, and respond to potential incidents.

  • Protracted Recovery Plan Development & Operations Continuity Development: To enhance the regional capabilities for the immediate tasks at hand during the response and recovery stages of a possible terrorist attack. This includes plans and contracts to establish supply chains for necessary goods and services, as well as private and public continuity of operations plans throughout the region, so that in the wake of a disaster the essential bureaucratic functions of government and commerce across the region may continue with as little interruption as possible.
