Department Chemist The
Boston Fire Department Chemist position was established in 1943
as part of new fire laws and regulations promulgated in the
aftermath of the Coconut Grove fire in 1942. The first responsibilities
assigned to the Chemist involved the evaluation of decorations
and drapery materials intended for use in night clubs, function
halls and theaters. The scope of the position of the Chemist
has expanded considerably with the establishment of fire prevention
codes, the development of fire protection engineering and advances
in forensic science. The Senior Analytical Chemist position
was established in 1984 to provide forensic support services
including chemical analysis for the Fire Investigation Unit.
The Boston Fire Prevention
Code of 1959 expanded the duties and responsibilities of
the Department Chemist with specific authority to regulate the
installation of draperies, upholstery coverings and combustible
decorations in public areas and the use, storage and transportation
of chemicals. The Massachusetts Board of Fire Prevention Regulations
which was authorized in 1943 after the Coconut fire established
regulations in 527 CMR 21 for draperies, upholstery coverings
and combustible decorations in 1976. The state regulations essentially
established the same requirements that were in place in the
City of Boston.
The Boston Fire Prevention
Code of 1979 expanded the authority to regulate upholstery coverings
and interior furnishings including upholstered furniture, mattresses
and interior finish. The Boston Fire Department has formulated
regulations and testing procedures that are utilized and referenced
in States throughout the country.
The
duties and responsibilities of the Department Chemist and the
Senior Analytical Chemist are authorized and delegated by the
Fire Commissioner under Massachusetts General Laws, Chapter
148, Sections 4 and 5 and the Boston Fire Prevention Code.
The Chemist is assigned
to the Office of the Fire Marshal, Fire Prevention Division
under the supervision of the Deputy Fire Chief in Charge; technical
support services are also provided to Operations; Training,
Maintenance and Research; Emergency Management; and Special
Projects Divisions. |
