REQUEST FOR PROPOSALS

New Permanent Housing Programs including

Supportive Housing Program (SHP) and Shelter Plus Care (SPC)

The City of Boston acting by and through its Public Facilities Commission by the Director of the Department of Neighborhood Development (DND) is requesting proposals for new permanent housing projects that wish to be included in a single, citywide application for McKinney-Vento funds to the U.S. Department of Housing and Urban Development (HUD).  Renewals of existing programs and new permanent housing projects will be prioritized in the application.  This decision is based upon the HUD formula that determines what each Continuum of Care (CoC) is eligible to receive and HUD’s emphasis on permanent housing.

This application is for HUD’s Permanent Housing Bonus (formerly called the Samaritan Bonus Initiative).  The Permanent Housing Bonus funding formula is the lesser of 15 percent of the preliminary pro rata need or $6 million, whichever is less.  Based on HUD’s formula the amount of funding available for the Permanent Housing Bonus is $1,022,804. 

These funds are made available for projects that serve the homeless disabled individuals and families or for chronically homeless.  HUD’s definition of this population is “An unaccompanied homeless individual with a disabling condition who has either been continuously homeless for a year or more OR has had at least four (4) episodes of homelessness in the past three (3) years.  To be considered chronically homeless, person must have been sleeping in a place not meant for human habitation (e.g. living on the streets) and/or in an emergency shelter during that time.”    

This Request for Proposal includes applications for two separate permanent housing programs including the:

  • Supportive Housing Program and
  • Shelter Plus Care Program

 Only projects that involve the creation of new permanent housing and are sponsored by a non-profit agency will be considered.

 The Request For Proposal Application package will be available at DND, Bid Counter, 10th Floor, 26 Court Street, Boston, MA 02108, beginning Tuesday, October 13, 2009.

All parties that plan to apply for inclusion in the City’s 2009 McKinney-Vento application as a new permanent housing project should submit as specified a Letter of Intent.  Please be sure to specify whether you are applying for new permanent housing under the Supportive Housing Program or Shelter Plus Care Program.  Letters of Intent are due Wednesday, October 14, 2009.  Letters of Intent may be submitted via email to Elizabeth Doyle at edoyle.dnd@cityofboston.gov

There will be a Bidders’ Conference on Wednesday, October 14, 2009 at 11:00 a.m., at the DND, 26 Court Street, Boston, MA in Conference Room 9A located on the 9th floor.  All applicants are strongly encouraged to attend.  It is our recommendation that you read the RFP prior to the Bidders’ Conference so we can answer any questions you may have about the RFP.   

Completed proposals must be submitted as specified in the RFP and delivered directly to the Bid Counter, 10th Floor, DND, 26 Court Street, Boston, MA 02108 by Tuesday, October 27, 2009, no later than 4:00 PM.  LATE PROPOSALS WILL NOT BE ACCEPTED.  For inquiries, please contact Elizabeth Doyle, Assistant Director at (617) 635-0247.   The City of Boston reserves the right to reject any and all proposals.
