REQUEST FOR PROPOSALS
Rental and Cooperative Housing Preservation and Production
For the Years 2009-2012, the City of Boston has developed a housing strategy called Leading the Way III. The plan identifies a number of critical areas in support of the provision of affordable housing throughout the City. Two key areas identified in this Request for Proposals are: (A) Reversing the Rise in Homelessness and (B) Preserving and Stabilizing Boston’s Rental Housing Market.
The City of Boston acting by and through its Department of Neighborhood Development (DND) makes available with this Request for Proposals (RFP) the following resources for the production or preservation of rental or cooperative housing. Funds are available from the following sources: HOME Investment Partnership Program (“HOME”), Community Development Block Grant (“CDBG”) and City of Boston Leading the Way (“LTW”). The City of Boston is authorized through the United States Department of Housing and Urban Development (HUD) to distribute HOME and CDBG funds to produce housing units that serve low and very low-income households. In this RFP, DND offers loans to assist with the production of new rental or cooperative housing developments.
DND will make available up to Five Million Dollars ($5,000,000) to support both production and preservation projects. Applicants who apply for funding from the City of Boston must also submit applications for preservation loans to the Commonwealth of Massachusetts in its upcoming funding round. Funding awards made under this RFP will be contingent upon receipt of State funding. Both for-project and non-profit developers are eligible to apply for funding support.
There will be a Bidders’ Conference on Wednesday, October 21, 2009 at 10:30 AM in the Bill Buckley Room, 11th Flr, 26 Court Street, Boston, MA. Prospective applicants are strongly encouraged to attend this session so that DND staff can review the requirements of the RFP and answer questions about the application process.
Applicants are strongly encouraged to submit a Letter of Intent by Monday, October 26, 2009. The Letter should specify the required information as instructed in the RFP. The Letter should be mailed, faxed, emailed or delivered to the attention of Jed Baumwell, Senior Development Officer, DND, 8th Floor, 26 Court Street, Boston, MA, 02108, fax (617) 635-0383 or jbaumwell.dnd@cityofboston.gov.
The RFP package will be available beginning October 5, 2009 at DND, Bid Counter, 26 Court Street, 10th Floor, Boston, MA 02108. Applications must be submitted as instructed in the RFP package by Monday, November 2, 2009,no later than 4:00 P.M.
Application submissions must be sealed and labeled “Rental & Cooperative Housing Preservation or Production” and delivered directly to DND Bid Counter, 26 Court Street, 10th Floor, Boston, MA 02108. LATE PROPOSALS WILL NOT BE ACCEPTED
