The Action Plan constitutes the City’s application to HUD for its Community Development Block Grant (CDBG), HOME Investment Partnerships Initiative (HOME), Housing Opportunities for Persons With AIDS (HOPWA) and Emergency Shelter Grant (ESG) funding allocations.
