HUD Plans & Reports

PDR oversees the citizen participation process for the City of Boston's annual formula grant allocations from the U.S. Department of Housing and Urban Development (HUD), for which a four-year Consolidated Plan and one-year Action Plan must be prepared. The City also provides HUD with a report that details the year’s accomplishments, called the Consolidated Annual Performance and Evaluation Report (CAPER).

1. Consolidated Plan & Notices for HUD Applicants

As a prerequisite to applying for HUD funds, cities are required to develop a 3-5 year plan outlining the jurisdiction's housing and community development needs and priorities. Boston's current five-year Consolidated Plan covers the period from July 1, 2008, to June 30, 2013. The City also periodically posts notices related to requirements for organizations applying for HUD funding.

2. Action Plan

Each year, Boston is required to submit an Action Plan indicating how the City plans to use the funds it will receive from HUD to address the priority needs identified in the Consolidated Plan. The Action Plan constitutes the City’s application to HUD for its Community Development Block Grant (CDBG), HOME Investment Partnerships Initiative (HOME), Housing Opportunities for Persons With AIDS (HOPWA) and Emergency Shelter Grant (ESG) funding allocations.

3. DND's Recovery Programs

Since September of 2008, the Department of Neighborhood Development has been allocated $35.4 million in federal funds from the U. S. Department of Housing and Urban Development (HUD) as part of the Housing and Economic Recovery Act of 2008 (HERA) and the American Recovery and Reinvestment Act of 2009 (ARRA), which support a variety of initiatives related to the City’s community and economic development programs.

4. HUD Performance Report (CAPER)

At the end of each fiscal year, the City prepares a performance report, formally known as the Consolidated Annual Performance and Evaluation Report (CAPER), to provide information to members of the public and to HUD about the year’s program accomplishments.
