Office of Civil Rights

The mission of the Office of Civil Rights (OCR) is to eliminate discrimination and ensure fair and equal access to housing, public services, accommodations, and participation in activities. The office strives to reduce procedural, attitudinal, and communication barriers for persons living and working in the City of Boston.

The Office of Civil Rights was created in 1995 as a human rights umbrella agency responsible for enforcing and coordinating all anti-discrimination ordinances in the City of Boston.

OCR consists of two main program areas: the Boston Fair Housing Commission (BFHC) and the Human Rights Commission (HRC).

    How to Initiate a Complaint

    If you believe you have been discriminated against in housing, public services, accommodations, employment, or participation in activities in Boston, you may fill out and email a completed form online or download and submit a handwritten copy to our office. You are also welcome to call or visit our office.

  • Mayor Menino Files Legislation with City Council to Update BFHC's Powers

    A Home Rule Petition (HRP) will add Gender Identity as a protected class, consistent with the 2012 changes made to Massachusetts’ housing discrimination laws, giving the BFHC direct enforcement authority over housing discrimination based on actual or perceived gender identity in the City of Boston.
