1423 Councilor Linehan, on behalf of the Committee on Housing, submitted the following: On the message and order, referred on October 20, 2010 Docket #1423, authorizing the Department of Neighborhood Development (Public Facilities Department) to apply for, accept and expend a grant of One Million Dollars ($1,000,000.00) from the U.S. Department of Housing and Urban Development (HUD) a Federal FY2010 Healthy Homes Production Program Grant, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1080 Councilor LaMattina, on behalf of the Committee on City, Neighborhood Services and Veterans Affairs, submitted the following: On the message and order, referred on August 4, 2010 Docket #1080, authorizing the City to accept and expend a grant of $300,000.00 from the U.S. Department of Energy (DOE), Recovery Act Local Energy Assurance Plan (LEAP), for the purpose to strengthen and expand local government energy assurance planning and resiliency, reduce the impacts from energy supply disruptions, and create jobs and save jobs in energy assurance planning, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1393 On the message and order, referred on October 6, 2010 Docket #1393, authorizing the Public Works Department and Waste Reduction Division to accept and expend funds in the amount of $85,380.00 from the Massachusetts Department of Conservation and Recreation, to pay for yard waste collection and processing in the Asian Longhorned Beetle Regulated Area surrounding Jamaica Plain, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1298 Councilor Linehan, on behalf of the Committee on Economic Development and Planning, submitted the following: On the message and order, referred on September 22, 2010 Docket #1298, for the confirmation of the appointment of Kirsten Hoffman, as a member of the Aberdeen Architectural Conservation District Commission for a term expiring on May 31, 2013, the Committee submitted a report recommending the appointment ought to be confirmed. 1510 Message and order authorizing the Commissioner of the Parks and Recreation Department to accept and expend a capital grant of $500,000.00 from the Commonwealth of Massachusetts, Executive Office of Environmental Affairs, for Communities (PARC) Program for renovations to the Howes Playground located in the Roxbury neighborhood of Boston. Referred to the Committee on City, Neighborhood Services and Veterans Affairs.
1511 Message and order authorizing the Commissioner of the Parks and Recreation Department to accept and expend a capital grant of $500,000.00 from the Commonwealth of Massachusetts, Executive Office of Environmental Affairs, for Communities (PARC) Program for renovations to the Cronin/Wainwright Park located in the Dorchester neighborhood of Boston. Referred to the Committee on City, Neighborhood Services and Veterans Affairs.
1512 Message and order authorizing the Commissioner of the Parks and Recreation Department to accept and expend a capital grant of $329,382.00 from the Commonwealth of Massachusetts, Executive Office of Environmental Affairs, for Communities (PARC) Program for renovations to the Laviscount Park located in the Roxbury neighborhood of Boston. Referred to the Committee on City, Neighborhood Services and Veterans Affairs.
1513 Message and order authorizing the Commissioner of the Parks and Recreation Department to accept and expend a capital grant of $310,648.00 from the Commonwealth of Massachusetts, Executive Office of Environmental Affairs, for Communities (PARC) Program for renovations to the Alvah Kittredge Park located in the Roxbury neighborhood of Boston. 1514 Message and order authorizing the Fire Commissioner to accept and expend a grant of $237,500.00 from the Commonwealth of Massachusetts for the Fire Department Hazardous Materials Response Teams. On motion of Councilor Murphy, the rules were suspended; the order was passed.
1515 Notice was received from the Mayor of the appointment of Kenan Bigby, as a Trustee of the Neighborhood Housing Trust for a term expiring January 14, 2012. Placed on file.
1360 On the message and order, referred on September 29, 2010 Docket #1360, to declare surplus City-owned former Real Estate-Owned (REO) property know as 6 Selden Street, Mattapan to transfer care, custody, management and control of said property to the Public Facilities Commission, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
1391 Councilor Feeney, on behalf of the Committee on Government Operations, submitted the following: On the message and ordinance, referred on October 6, 2010 Docket #1391, amending CBC Ordinances, Chapter IX, §9-9 “Inspectional Services Department” that provides for the adoption of procedures for the collection of unpaid municipal fines under Chapter 40U of the Massachusetts General, the Committee submitted a report recommending the ordinance ought to pass in a new draft. The report was accepted; the ordinance was passed in a new draft.
1518 Councilor Ross for Councilor Feeney offered the following: Order for the appointment of temporary employee Tierney Flaherty in City Council. Passed under suspension of the rules.
1480 Councilor Ross called Docket # 1480, message and order for the confirmation of the appointment of Terri North, as a member of the Bay State Road/Back Bay West Architectural Conservation District Commission for a term expiring on June 30, 2013, from the Committee of the Whole. No objection being heard, the matter was before the body. On motion of Councilor Ross, the appointment was confirmed.
1481 Councilor Ross called Docket # 1481, message and order for the confirmation of the appointment of Pamela Beale, as an alternate member of the Bay State Road/Back Bay West Architectural Conservation District Commission for a term expiring on June 30, 2013, from the Committee of the Whole. No objection being heard, the matter was before the body. On motion of Councilor Ross, the appointment was confirmed.
1538 The Chair stated that in absence of objection, one late-filed matter would be added to the Agenda. No objection being heard, the following matter was added: Message and order to accept provisions of Appendix 120.AA of Massachusetts Board of Building Regulations and Standards also known as stretch energy code. Referred to the Committee on Environment and Health. The Chair moved adoption of a Consent Agenda containing the following matters:

Adjourned at 12:55 p.m. on motion of President Ross in memory of Edward Egan, Fay John, Marie Adams, Oscar Wells, Paul Blake, Thomas Cloherty, William Pendergast, Ralph Polcari, Teresa Bellone and Albert Madden, to meet again on Wednesday November 17, 2010 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on November 5, 2010.
