A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall at 12:00 p.m. on Wednesday, October 28, 2009

1336	President Ross moved to adopt the minutes from the October 21, 2009 meeting. Motion prevailed. Notice was received from the City Clerk in accordance with Chapter 6 of the Ordinances of 1979 re: actions taken by the Mayor on papers acted upon by the City Council at its meeting on October 7, 2009. Placed on file.
1339	Councilors Turner on behalf of all Councilors offered the following: Resolution urging the Massachusetts Congressional Delegation to lobby Congress to immediately pass Federal Unemployment Extension Benefits. On motion of Councilor Turner, the rules were suspended; the resolution was adopted; yeas 13.
1344	Resolution in memory of Rosetta Pagliuca-Verano.
1349	Resolution congratulating Doreen Vigue on her 45th Birthday.
1356	Councilors Yancey and Turner offered the following: Resolution declaring October 27, 2009 as “Bernard A. Harris, Jr. Day”.
1358	Resolution declaring October 25, 2009 as Paul Lewis Day.
1359	Councilor Tobin offered the following: Resolution declaring October 29, 2009 as “Turkish Republic Day”. The matters contained within the Consent Agenda were severally adopted. Adjourned at 1:00 p.m. on motion of President Ross in memory of Michael Mastrogiacomo, Mark Callahan and Patricia Tice, to meet again on Wednesday November 4, 2009 at 12:00 p.m. The papers acted upon at the foregoing meeting of the City Council, which contain action requiring the approval of the Mayor, were deposited in the Mayor’s Office on October 30, 2009. 1340	Councilors Turner and Connolly on behalf of all Councilors offered the following: Order that the City Council approve the designation of the Mattapan Library Community Room located in the Mattapan Branch of the Boston Public Library, as “The Alice White Yancey Community Room”. On motion of Councilor Turner, the rules were suspended; the order was passed; yeas 13.
1341	Councilor Yancey offered the following: Order requesting certain information under Section 17F regarding a list of all authorized but unused loans as of September 30, 2009 by date of authorization, amount and purpose. On motion of Councilor Yancey, the rules were suspended; the order was passed.
1342	Order requesting certain information under Section 17F regarding a list of all home owners who took advantage of the elderly tax exemption and the elderly who’s exemption was not renewed since 2004. On motion of Councilor Yancey, the rules were suspended; the order was passed. The Chair moved adoption of a Consent Agenda containing the following matters:
1343	Councilor LaMattina offered the following: Resolution in memory of Santina Ciampa.
1290	Councilor Consalvo, on behalf of the Committee on Housing submitted the following: On the message and order, referred on October 21, 2009, Docket #1290, authorizing the Department of Neighborhood Development to apply for, accept, and expend Federal FY09 Shelter Plus Care Grant of $7,200,000.00 from the U.S. Department of Housing and Urban Development (HUD), to renew existing rental assistance contracts for homeless persons with disabilities, the Committee submitted a report recommending the order ought to pass. The report was accepted; the order was passed.
0993	Councilor LaMattina, on behalf of the Committee on City and Neighborhood Services, submitted the following: On the petition, referred on July 8, 2009, Docket #0993, of Obaro Emenilie, for a license to operate motor vehicles for the carriage of passengers for hire over certain streets in Boston, the Committee submitted a report recommending the petition be placed on file. On motion of Councilor LaMattina, the report was accepted; the petition was placed on file.
1337	Councilors Connolly, Flaherty, Ross, Linehan, LaMattina, Feeney, Yancey, Murphy, Yoon, Turner and Ciommo offered the following: Order for a hearing on the development of a bike-share program and the proposed sites for bike-share stations within the City. Referred to the Committee on City and Neighborhood Services. Councilor Connolly moved reconsideration of Docket #1337. Reconsideration prevailed. Referred to the Committee on Environment and Health.
1338	Councilors Feeney, Consalvo, Ciommo, Linehan, Murphy, Turner, Yoon, Yancey, Connolly and Ross offered the following: Order for a hearing to discuss landlord accountability for problem properties. Referred to the Committee on Housing.
