The Crossroads project is complex due to not only its scale, but the challenge of creating a distinct and integrated system while preserving the special character of each street and neighborhood. This complexity led to a three-stage implementation plan, moving from a preliminary overall study toward increasing specificity, resulting in the unique design process for each street, as described in this section.
