In 2004, the BRA hired an outside consultant team to perform an extensive review of existing conditions along the Crossroads. The aim was to analyze each street in detail and to gauge costs for the project. This technical feasibility study honed the concept for what a Crossroad represents, provided a critical snapshot of current conditions and potential for improvement along the streets, established a cost basis for such improvements, and laid the initial groundwork for the individual street designs.
