Regulates air and noise pollution in Boston and oversees the Downtown, South Boston and East Boston parking freezes. It holds hearing approximately quarterly to consider applications for parking freeze permits.

Originally part of the Board of Health, the APCC was made part of the Environment Department by a special act of legislature in 1978. The APCC regulates air and noise pollution and administers the parking freeze regulations under the federal Clean Air Act.
