Mission
The mission of the Property & Construction Management Department is to manage, maintain, repair and provide security for the City's municipal buildings including City Hall and Faneuil Hall; to preserve the useful life of City facilities and reduce operating costs through effective preventive maintenance measures; and to facilitate compliance with City ordinances involving employee residency regulations.

Performance Highlights
  • The City of Boston's Animal Control Division adopted out more than twice as many pets in FY09 than it had projected. The Division expects to achieve even more in FY10 as part of the Mayor's Animal Pet Adoption campaign. Responding to a reported higher instance of pet abandonment, the Animal Control Division is working with other local non-profits to find safe and caring homes for dogs, cats, and other pets.
  • The City's Graffiti Busters Unit managed to perform more graffiti removal projects than it received in requests in FY09. To identify and remove even more graffiti in FY10, the Graffiti Busters Unit will be conducting a graffiti removal blitz in late August.
  • In FY09, the Property Management Division substantially completed a variety of major construction projects that will help green municipal operations, improve City services, and lower the City's operational costs. Some of the highlights included the refurbishment of the Rivermoor Archives, the implementation of the City Hall energy efficiency project, and the repair of the Veronica Smith Senior Center.
  • Attendees to special events covers event attendance at both Faneuil Hall and City Hall Plaza. Fairly seasonal in nature, this measure gives a sense of the scale of event management and clean-up that Property Management must participate in. In recent years, this measure has been driven up by Boston's many sports-related championship rallies. Consequently, with no such celebrations in FY09, attendance dropped below previous years' results, as well as below anticipated totals.
 

Description of Services
The Property & Construction Management Department is responsible for the management, maintenance, security, and repair of the City's municipal buildings including City Hall and Faneuil Hall. Property & Construction Management is responsible for facility layout and space planning analysis for City departments, building security, events management, and the coordination of capital improvement projects for properties within its jurisdiction. Property & Construction Management administers the Animal Control unit which enforces regulations pertaining to the public safety of both residents and animals.

 

FY09 Performance Strategies
  • To design durable, architecturally appropriate capital projects and to complete them on time and within budget.
  • To improve and maintain the condition of managed city-owned facilities.
  • To provide technical assistance, scheduling and management of special events at City Hall, Faneuil Hall and major City special events.
  • To ensure efficient security monitoring of public buildings.
  • To conduct graffiti removal citywide.
  • To ensure that all dogs are licensed in accordance with the law.

Boston Maps GIS Data Hub
The GIS Data Hub provides residents and researchers with easier access to a host of useful information. Through this application, residents can see what service issues neighbors have reported in their community; mapmakers can download GIS layers; and anyone can browse through and print out maps from the City's map gallery. Launched with a core set of frequently requested information, the City's MIS Department plans to use this application as a foundation for additional maps and data sets over time.
