Performance Highlights
- In FY09, DND surpassed its goal and awarded funding to developments which included over 700 units of affordable housing. Despite the collapse of the tax credit market, DND's awards will enable developers to leverage the private and public funding necessary to create 379 new units of affordable housing and to preserve 344 at-risk units. Located in neighborhoods throughout the City, these developments will provide greatly needed long-term affordable rental opportunities for Boston's seniors, homeless families and individuals, as well as low, moderate, and middle income families.
- DND provided 3,020 homeowners with foreclosure prevention technical assistance during FY09, up 30 percent from the previous year. Approximately one-third of these cases are now closed, resulting in nearly 375 homes saved from foreclosure and more stable neighborhoods through the City.
- Despite banks tightening the availability of credit, DND was able to assist 103 citizens in buying their first home in FY09. New first-time homeownership is an important piece of the City's housing stabilization efforts.
- The creation of 841 new jobs through DND's Office of Business Development contributed to Boston's economy. This represents a 56 percent increase over FY08, with most of the job creation occurring in the Main Streets districts. DND was able to achieve these results despite the worst economic conditions in decades.
Description of Services
The Department provides services and assistance through a wide variety of programs that are designed to improve the current housing stock of existing homeowners, promote homeownership, develop and preserve affordable housing, foster economically viable neighborhood business districts, and dispose of City-owned tax foreclosed and surplus property in a responsible manner.
FY09 Performance Strategies
- To assist existing homeowners in retaining their homes and to encourage homeownership.
- To assist tenants and landlords to preserve their tenancies or secure alternative housing, including those at risk of homelessness.
- To promote the development and preservation of economically viable, attractive businesses and non-profits in Main Streets and other neighborhood business districts.
- To develop new affordable rental and homeownership opportunities.
- To develop new market-rate rental and homeownership opportunities.
- To prevent the loss of affordable housing units.
- To dispose of tax-foreclosed and surplus property.
- To provide shelter, support services, rental assistance, and housing counseling to homeless persons, persons with AIDS, and tenants at risk.
