DND's Policy Development and Research division oversees the citizen participation process for the City of Boston's annual formula grant allocations from the U.S. Department of Housing and Urban Development (HUD), for which a four-year Consolidated Plan and one-year Action Plan must be prepared.
Consolidated Plan
As a prerequisite to applying for HUD funds, cities are required to develop a 3-5 year plan outlining the jurisdiction's housing and community development needs and priorities. Boston's current five-year Consolidated Plan covers the period from July 1/2008, to June 30, 2013.
Action Plan
Each year the City is required to submit an Action Plan indicating how the City plans to use the funds it will receive from HUD to address the priority needs identified in the Consolidated Plan. The Action Plan constitutes the City?s application to HUD for its Community Development Block Grant (CDBG), HOME Investment Partnerships Initiative (HOME), American Dream Downpayment Initiative (ADDI), Housing Opportunities for Persons With AIDS (HOPWA) and Emergency Shelter Grant (ESG) funding allocations.

Application for Certification of Consistency with Consolidated Plan: HUD has recently issued a number of FY09 Notice of Funding Availability (NOFA) for various programs. If your organization is a HUD applicant and is planning to apply for any of these federal funds, you are required to obtain certification from the local government in which the proposed project is located that verifies that the application is consistent with the local jurisdiction's Consolidated Plan.
To facilitate the process of organizations’ obtaining this certification, the Department of Neighborhood Development requires applicants to submit to us an Application for Certification of Consistency with the Consolidated Plan at least 30 days before the HUD application deadline.
